Heat Saver Loan (HSL) Program RFP

Efficiency Vermont is requesting proposals from lending institutions (Lenders) to provide services in support of Efficiency Vermont’s Heat Saver Loan (HSL) Program. This Request for Proposals (RFP) outlines the program requirements and functions which Efficiency Vermont seeks to contract with a Lender to perform. Efficiency Vermont will award contracts to a Lender or combination of Lenders that enable Efficiency Vermont to meet its program goals in the most effective and efficient manner.

Responses to this RFP must be delivered electronically to Efficiency Vermont by 5p.m. EST on Friday, October 19, 2018. Efficiency Vermont will not accept responses submitted after 5 p.m. EST.  Please submit your response electronically via e‐mail to Gillian Eaton at with RFP Submittal for Heat Saver Loan in the subject line.  

Efficiency Vermont will respond to individual questions regarding this RFP only as follows:

Lenders considering responding to this RFP must submit questions regarding its requirements and scope of work by 5 p.m. EDT Monday, October 8, 2018, via e‐mail only, to with RFP Heat Saver Loan: RFP Question in the subject line. When possible, please refer to the RFP page number and Section Heading for ease of navigation and response. Efficiency Vermont will post answers to all questions received by this deadline on the VEIC website‐for‐proposals no later than 5 p.m. EDT, Friday, October 12, 2018.  Efficiency Vermont will not address questions submitted after October 8, 2018.

Advanced Residential Integrated Efficiency Services (ARIES) program

Vermont Energy Investment Corporation (VEIC), a nonprofit organization that operates Efficiency Vermont, is seeking manufacturers to provide home energy monitoring products and services for their Advanced Residential Integrated Efficiency Services (ARIES) program.   

Responses to this Request for Interest (RFI) must be delivered electronically to VEIC by 5:00 p.m. Eastern on October 1, 2018.  VEIC will not accept responses submitted after 5:00 p.m. on that date.  Please submit your response using the Expression of Interest form (Attachment A) electronically via email to:  Jason Lenihan with RFI ARIES (Your Organization’s Name) in the subject line.

Questions regarding this RFI are not required, but may be submitted at any time prior to 5:00 p.m. on October 1, 2018.  Submissions in the format provided in Appendix B.  Efficiency Vermont is not required to respond to all questions asked, but will provide a substantive response by 5:00 p.m. on October 15, 2018.  Please submit your questions using the Expression of Interest Questions form (Attachment B) electronically via email to:  Jason Lenihan with RFI ARIES Questions (Your Organization’s Name) in the subject line. Demonstration of Interest in Energy Savings Account Pilot

Efficiency Vermont is seeking input from commercial and industrial customers, and market partners providing energy services to those customers, who are considering participation in the Energy Savings Account (ESA) Pilot program.

Efficiency Vermont seeks information about customer interest and participation in the ESA Pilot, wherein participants shall complete a project or series of projects to reduce or transform overall energy consumption and spur economic opportunities. Customers participating in the 3-year Pilot will be able to use up to 100% of their electric energy efficiency charge to pay for the full cost of eligible projects, technical assistance, and evaluation, measurement, and verification.

Responding to this RFI is not a prerequisite for participation in the ESA Pilot.
