Cape Light Compact Income-eligible E-bike Incentive Program Final Report
This report details the outcomes of Cape Light Compact’s income-eligible e-bike incentive program, designed to address mobility challenges for low-income residents on Cape Cod and Martha’s Vineyard. The program issued vouchers covering a portion of the cost for Class 1 e-bikes. VEIC led the program design and provided technical assistance to Cape Light Compact, supported by grant funding from Massachusetts Clean Energy Center’s (MassCEC) Accelerating Clean Transportation for All (ACT4All) program and the Massachusetts Department of Environmental Protection Climate Trust.
The e-bike program issued 446 vouchers that were redeemed, resulting in 94% of participants experiencing easier transportation and 40% reporting lower costs. It also demonstrated significant GHG emissions reductions for the community, achieving over 175,000 lbs. of GHG avoided over the course of the program. The results show how programs like these can provide a successful model for sustainable transportation solutions in areas with limited public transit options.
