The VEIC approach
Our program design work is rooted in the simple premise that the key to success is to understand the market being targeted. Thus, we place great emphasis on identifying key market actors in a region, assessing market barriers, identifying potential product or market features that can be leveraged to promote a product, and recognizing the intersections between different markets (e.g., some HVAC contractors who serve the residential new construction and equipment replacement markets as well as the small commercial market) so that the needs of key market actors can be addressed both comprehensively and efficiently. Building on that understanding, we develop a portfolio of strategies that, taken together, leverage key product or market advantages, comprehensively address all key market barriers, and address the needs of all key market actors in the most efficient and cost-effective way possible. While we believe this approach to program design is effective regardless of the ultimate goals of the program, it is particularly important for any program that has market transformation as one of its goals.

Ongoing Support
After program designs are in place, we can provide ongoing strategic, technical, and logistical support for field implementation of the programs. This work may take many forms, including:

  • Developing detailed program designs and budgets
  • Providing cost-effectiveness screening
  • Reviewing regulatory filings
  • Drafting RFPs to hire implementation and evaluation contractors
  • Assisting with RFP response review and contractor selection
  • Developing field implementation protocols for key program elements
  • Training staff for implementation contractors and utilities
  • Meeting key trade allies (e.g., builders and HVAC contractors) to obtain feedback
  • Trouble-shooting programs, including meetings with key market actors (e.g., builders and HVAC contractors)
  • Performing periodic field inspections to assess effectiveness of program delivery
