Overview
Geographically targeted energy efficiency and renewable energy resources can be a potentially cost effective means of deferring transmission or distribution system (T&D) expansions. However, this potential has rarely been considered, in part because system planners often do not have the tools or expertise necessary to analyze it adequately. |

VEIC's Role
When a community, utility, groups of utilities, or independent entity is studying T&D expansion and its alternatives, VEIC offers an analytical perspective on the complex policy issues affecting planning decisions. VEIC supports the needs and vision of a particular area through:
- Participating, as energy efficiency experts, in stakeholder discussions that lead to recommendations regarding the role that demand response – including efficiency and distributed generation investments – should play in meeting system needs
- Working as part of the team exploring alternatives to T&D investments, conducting detailed analysis of achievable efficiency potential, and determining the potential for cost-effective deferral of transmission investments
- Developing custom computerized analysis tools that assess the potential for cost-effectively deferring distribution system investments. This in turn enables entities to quickly determine whether a thorough analysis of efficiency alternatives is warranted.
