Testimony by Scudder Parker
This testimony presents an evaluation of a proposed integrated power system plan to a province-level energy board, identifies fault lines in the proposed plan's design, and suggests alternative approaches that employ best practices for maximizing feasible, cost-effective energy conservation measures. The testimony essentially provides a case study for decision-markers in thinking through peak demand reduction strategies, institutionalizing market and program approaches to conservation, and applying rigorous and appropriate economic forecasting to build a sustainable system of energy efficiency throughout a region.

part of its duties running Efficiency Vermont, VEIC is responsible for
compiling the Efficiency Vermont Technical Reference Manual (TRM). The
TRM is a 500+ page document which is updated and presented to the
Vermont Public Service Board annually, and provides methods, formulas
and default assumptions for estimating energy and peak impacts from
measures and projects promoted by Efficiency Vermont’s energy efficiency
programs. Included in the attachment are the table of contents,
introduction, glossary, and examples of documentation of assumptions for
industrial motors and residential CFLs.
