ISO New England (ISO-NE) oversees New England's bulk electric power system and ensures the region's power system reliability. In 2006 ISO-NE, in partnership with utilities and demand resource representatives, established the Forward Capacity Market (FCM) to procure 100% of the region's installed capacity requirements. The uniqueness of the FCM is that it allows energy efficiency and other demand resources to participate in the market - capacity reduction is counted as capacity supplied. This paper examines the costs and benefits of an energy efficiency utility's participation.
