Solution
From 1994 through 2000, VEIC provided expert program design and implementation assistance to define and launch a comprehensive portfolio of new efficiency programs including new construction, electric HVAC, gas HVAC, low income, and A/C load control. Our work took many forms, including help with budgets, regulatory filings, RFP drafting and response review, implementation field protocols and trainings.

Results
The collaborative served as a foundation for a statewide collaborative, launched in 2001, among the National Resources Defense Council and all seven electric and gas utilities in New Jersey. VEIC served as the lead residential and renewable energy program advisor to this new collaborative. One of the programs that VEIC helped develop -- the E-Team Partners low-income program – is among the most comprehensive in the country in terms of the range of efficiency measures installed and depth of savings realized. Several of the programs have earned national recognition, including awards from the US Environmental Protection Agency and the American Council for an Energy Efficient Economy.
