The Challenge
Shortly after being established, the Long Island Power Authority (LIPA) decided to evaluate options for developing and launching a new portfolio of energy efficiency and renewable energy programs to serve Long Island, New York. Although previous electric utility programs on Long Island provided some useful experience, LIPA's Board of Directors was seeking new program designs that would entail a comprehensive commitment to clean energy resource use.

 
     
 
 

Solution
Since the 1999 launch of LIPA's Clean Energy Initiative, VEIC has provided program design, research and implementation expertise for programs serving Long Island's residential and solar markets. This has included market transformation programs for residential lighting and appliances, home cooling, and photovoltaics, as well as a comprehensive energy affordability program serving moderate and low income households. Most recently, VEIC has led a team conducting a technical baseline study of the residential new construction practices on Long Island, and we are helping to design and launch a new program for this market.

Results
The Clean Energy Initiative, recently re-authorized through 2008, has resulted in the cost-effective savings of 115 MW of peak summer capacity and 268,000 MWh annual energy use. The Initiative's total expected investment in clean energy resources for Long Island over the period of 1999 to 2004 is approximately $170 million. In addition to providing cost-effective energy and capacity savings, the Initiative has reduced electric bills for close to a million participants, and resulted in significant environmental benefits such as reducing the emissions of greenhouse gases and other air pollutants by thousands of tons. VEIC continues to work with LIPA and its partners to build on the Clean Energy Initiative's success and make it an even more cost-effective and valuable resource for Long Island in the future.
