Solution
From the fall of 1998 to the spring of 2001, VEIC (with assistance from L.Harmon Consulting and initial assistance from the Association for Energy Affordability) provided a wide variety of services with the goal of enhancing program performance both regionally and locally through the Regional Skills Development Project (RSDP) initiative.
After gathering information from all state and local agency WAP directors and meeting individually with states to identify specific local concerns, VEIC provided each state with training or technical assistance to enhance both local and regional performance.
Results
Due to RSDP successes, the initial one-year contract was extended twice. The project demonstrated that modest funds, when focused on local needs but with a regional perspective, can reap large rewards and that training and technical assistance needs require ongoing attention due to personnel turnover and technical change.
