The Challenge
The China Center for the Certification of Energy Conservation Products (CECP) is the government agency of the Peoples Republic of China responsible for developing a voluntary standards and labeling program for consumer products, including energy-efficient lighting, for sale in China. Voluntary energy efficiency labels are a new concept in China and CECP needed assistance in determining effective ways to promote their program to the manufacturers who make 80% of the world's compact fluorescent lamps (CFL), and to consumers in the Chinese CFL market, which is the world's largest.

Solution
Since 2002, VEIC has served as the energy efficiency standards and labeling expert to the China Green Lights program; a broad effort to improve the quality of energy-efficient lighting products made in China. VEIC has provided analysis and advice on the design of technical specifications for energy-efficient lighting as well as on financial resources and intellectual property. We have conducted comprehensive review of marketing strategies for energy efficiency standards and labeling programs, looking at experiences in North America, Europe and in the developing world. We also established communications between CECP staff and relevant counterparts in Vietnam who were interested in pursuing a national standards and labeling program.

Results
CECP is considering revisions to its compact fluorescent lamp specification that would bring it closer to the U.S. ENERGY STAR® specification in terms of breadth of performance criteria. CECP was selected as the recipient of the ELI legacy and will reach out with efficient lighting standards and labeling initiatives to other developing countries. CECP has exchanged letters of agreement with the National Center for Science and Technology in Hanoi, Vietnam to establish communication between the two agencies on energy efficiency in lighting and other technologies.
