Solution
Working as a sub-contractor to Opinion Dynamics Corporation (ODC), VEIC provided on-site assessments of the Compact's Residential High Use program and Low-Income program. This field work not only allows reconciling actual site conditions with phone survey results, it also allows assessing installation quality and missed opportunities.
Results
VEIC identified important disconnects between data collection, data tracking/reporting and reality, as well as missed opportunities. As a result, the Cape Light Compact instituted improved data tracking and communication/planning for Martha's Vineyard Residential High Use program customers. The Compact rolled-out a resulting redesigned Residential High Use and Residential Conservation Services program to simplify the administration and delivery of comprehensive services for all residential customers under the Home Energy Services Program.
