Sam performs many roles in VEIC’s implementation of the Efficiency Vermont contract. He manages a team responsible for providing residential energy services market strategy and technical support, characterizing new efficiency measures and developing technical processes and analytical tools for claiming electric savings. He and his team verify technical information in all external marketing and technical documents and lead residential savings verification negotiations with the Vermont Department of Public Service. Sam has also developed technical reference manuals for utilities in Ohio and the mid-Atlantic. He is a member of the Vermont Forecast 20 team, tasked with preparing a 20-year forecast of both the economic and program achievable efficiency potential for the state of Vermont. He has conducted complex analyses of energy savings potential and critiqued DSM program designs in support of regulatory testimony contesting the economics of proposed new power plants in Iowa and Ontario. Sam is a certified home energy rater. He lives in England and works remotely for VEIC.
