Rebecca Foster has over a decade of experience advising energy efficiency program administrators, focusing on the residential sector. Previously with the Consortium for Energy Efficiency, Rebecca was a Principal Program Manager responsible for CEE Initiatives in residential lighting, appliances, electronics, HVAC, existing homes, and new construction. She led the Existing Homes Working Group, comprised of over 110 energy efficiency programs and representatives from the industries that serve the existing homes market, oversaw Lighting for Tomorrow, a national design competition, and guided CEE work on the quality installation of HVAC equipment, including partnerships with the Air Conditioning Contractors of America and North American Technician Excellence.
Rebecca is well versed in end use efficiency, having been active in the development and revision of technical efficiency specifications for compact fluorescent lamps, lighting fixtures, clothes washers, dishwashers, room air conditioners, refrigerators, HVAC equipment, televisions, and set-top boxes. Rebecca has also supported the development of “whole house” efficiency programs, having recently developed the Existing Homes Program Guide, a program planning resource that identifies the energy savings opportunities in existing homes and six essential elements that efficiency programs should include to capture them.
