With twenty years of energy efficiency program implementation experience, Jim provides program review and design, strategic planning, policy guidance, and implementation support for clients across the country. Between 2005 and 2010 he was VEIC’s Director of Residential Energy Services and a member of its Senior Management Team, overseeing implementation of all residential initiatives for Efficiency Vermont as well as Vermont’s Small Wind and Solar Incentive Program. He directed the development of Efficiency Vermont’s Home Performance with Energy Star service, growing results from approximately 70 retrofits in 2005 to nearly 600 in 2010. Home Performance with ENERGY STAR in Vermont is now a fuel-blind, uniform statewide service with support from multiple funders that provides building retrofits for single family homes as well as small multifamily and commercial / municipal buildings. While Director of Residential Services Jim also served as the Co-Chair of the Consortium for Energy Efficiency’s Whole House Committee.
Prior to coming to VEIC, Jim was Manager of Energy Services at Vermont Gas Systems, where he was responsible for award-winning natural gas efficiency programs that addressed residential and commercial retrofit and new construction. Jim entered the field in 1991, conducting residential energy audits for Champlain Valley’s low-income Weatherization Assistance Program.
