David has more than 18 years of experience with the planning, evaluation, and implementation of energy efficiency and renewable energy programs throughout the nation. David has provided expert testimony in regulatory and legislative hearings in Vermont, Pennsylvania, New York, and Ontario. David joined VEIC in 1998 as a Senior Project Manager and currently serves as a Managing Consultant in the Consulting Division. He is a well-recognized speaker and contributor to national conferences and publications on renewable energy, energy efficiency, and carbon policy and planning. David plays a pivotal role in coordination and negotiations to help multiple parties work collaboratively on efficiency and renewable energy initiatives.

Since 2006, David has provided program design, policy advice, and implementation support for New Jersey's Clean Energy Programs as a collaborative advisor and member of the Honeywell Market Manager Team. In this role, David oversees four VEIC staff in New Jersey who provide daily market services and administration for the largest statewide renewable energy incentive program in the nation. Under his direction, the VEIC New Jersey Team has managed more than $235 million in biomass, wind, and solar incentive applications, resulting in more than 60 MW of installed renewable energy capacity throughout the State.

David has also served as a program design advisor for renewable and energy efficiency initiatives and incentive programs in Arizona, Massachusetts, Pennsylvania, and New York. He helped to design and launch the Long Island Power Authority's Clean Energy Initiative, and has provided design and program implementation support for the Solar Pioneer Program for more than a decade. David led the initial launch, design, and administration of Vermont Solar and Small Wind Incentive Program from 2003 thru 2008.

David is a founding Board member of Renewable Energy Vermont, an industry trade association, serving as its Chair from 2005-2007. He is currently a Board Member of the American Solar Energy Society, serving as the Chair of the ASES Policy Committee.
